Fourth Circuit Court of Appeals. Attorney Walker also found time during his busy law school studies to volunteer for Volunteer Income Tax Assistance program initiated by the
Internal Revenue Service to assist low-income citizens of Morgantown, West Virginia and students of
West Virginia University on simple and complex tax returns.
Attorney Walker's leadership qualities were recognized by his law school classmates as he was elected President of the Black Law Student Association, where he assisted with the scholarship search for law students, organized legal lecture series and mentored first year law students. While only a

Omega Psi Phi Fraternity, Incorporated; and unanimously voted as the Freshman Athlete of the Year at
West Virginia State College by excelling in Football, Basketball and Track all while carrying a full course load.
Attorney Walker also served as an auditor for Chubb Insurance in Pittsburgh, where he amassed in excess of
$1.2 million in savings, and as a law clerk for
Dominion Resources, where he concentrated on labor law and mergers and acquisitions. Additionally, Attorney Walker served as an educator and counselor for Shawnee Hills in
Charleston, West Virginia where he worked directly with at-risk teenagers, assisting with curriculum, treatment plans, short- and long-term goal setting.
